Job Summary

The Clinical Director, in collaboration with Program Directors and Managers, directs and governs the community-based social service programs within the OHL Continuum of Care. The Clinical Director monitors the clinical services within the agency including all inpatient services, outpatient services, and community-based services. This position is responsible for ensuring that all agency clinical services meet program objectives, contractual obligations, accreditation standards, and licensing regulations 

Responsibilities and Duties

It is the duty and responsibility of the Clinical Director to:

Clinical 

  • Ensures that the most effective treatment approaches are utilized, and design and/or develop new models of care, new programs, and any needed modifications.
    • Ensures that the necessary services are provided to meet the needs of the clients.
    • Directs the specific course of clinical treatment for all clients.
  • Reviews, designs, and develops clinical curriculum and services. Ensures service delivery curriculums are implemented thoroughly through staff training, program evaluation, and follow-up reporting.
  • Updates, maintains, and complies with OHL’s policies and procedures as it relates to all clinical program operations. 
  • Develop and implement new policies and procedures for the delivery of clinical services.
    • Provide QA to ensure the successful execution of policies and procedures. 
  • Provides oversight for provider policy/procedure, client treatment plans, and staff regarding the clinical needs of the clients according to the current standards of clinical practice.
  • Support clinical program operations to ensure clinical programming occurs on weekends/holidays and documentation of such. 
  • Oversee clinical supervision, training, and ongoing education of Clinical Service Supervisors, inpatient counselors, and outpatient counselors. 
    • Will review clinical services provided in the FQHC and work with FQHC Management to improve quality, while supporting FQHC Standards.
  • Reviews clinician data and client outcomes. Implement improvement plans for clinical performance and outcomes measures.
  • Work with Clinical Service and Admissions departments to improve and streamline the clinical documentation completed and submitted to Utilization Review department.
  • Work with Program Managers to improve the quality of Program services.
  • Monitors regulatory and clinical standards; and quality assurance efforts, meet contractual reporting requirements and performance standards. 
  • Available for crisis consultation as needed. Capable of appropriate independent judgment to determine appropriate course of action in resolving problems and in emergencies. 
  • Facilitates critical incident reviews and staff debriefings. 
  • Periodically reviews delivery of services to ensure care meets the current standards of practice.
  • Provides consultative and on-call coverage to ensure the health and safety of clients.

 

Leadership 

  • Serves as a member of the Senior Management Team and works collaboratively to ensure all agency operations are integrated and functioning well. 
  • Provides leadership for initiatives to improve/maintain a positive work climate that is trauma informed. 
  • Provides overall   clinical oversight to ensure consistency and continuity in the provision of services. 
  • Work closely with the CMO and COO on operational, medical and clinical problems while adhering to cost control constraints. 
  • Analyze clinical outcome data and provide quarterly and yearly reporting.
  • Provides updates to the board on projects and clinical outcomes.
  • Ensures compliance with agency training requirements, for self and staff. 
  • Work with leadership team on risk and exposure reduction.
  • Assist with certification site visit preparation, accreditation maintenance efforts, program audit visits, and reports. 
  • Liaison with appropriate mental health departments, community agencies and private practitioners. 
  • Collaborate with the Development Team on Grant Opportunities.
  • Other administrative duties as assigned.

 

Qualifications and Skills

 

Required

  • Master’s degree in social work, or Professional Counseling. 
  • At least five years of supervisory experience working in a mental health, substance use disorder, or dual diagnosis program and skilled in training, coaching and mentoring multidisciplinary staff. 
  • Minimum of ten years of experience in mental health treatment, substance abuse treatment or related social services experience. 
  • Understand the ASAM 4 and be able to conduct classes on ASAM Levels.
  • Follow National Outcomes Measurements of SAMHSA
  • Experience working with unhoused populations and knowledge of best clinical practices
  • Experience working with LGBTQI+ populations and knowledge of best clinical practices.
  • Must be able to maintain a flexible work schedule in accordance with client and program needs. 
  • Excellent communication skills – interpersonal, verbal, presentation and written (also with ability to meet required standards of documentation). 
  • Proficiency with Microsoft Office, including Word, Excel and PowerPoint 
  • Proficiency with Electronic Health Records 

 

Preferred

  • LPC-S, LCSW, LPC, LCSW or BACS
